The Basic Process
The building consent process is all about information gathering by the relevant authority.
It is used to create an information data base that becomes historical. This data Base is used by future generations to understand the natue of the project, that the consent relates to.
So for that reason the quality of the information must be of a reasonable standard. Also the implementation of that information to a final project must be meaningful.
Hence the local authorities have a checking system that relys on inspections at various times to ensure that the implementation is at the correct standard.
Basic Process: The Tools
There are a number of tools that are used by the local authorities to acheive this result.They are:
Project information Memorandum This allows the council to divulge the historical information that is on the data base that relates to the current project.
This is an important tool for the owner and the designer as all of the information required for the project is given. The sort of things that are in the memorandum are: Wind Zone, Earthquake Zone, Corrosion Zone, Uncompleted consents and if a Recource Consent is required.
Building Consent Once all of the information that is supplied to the council is of the correct standard the building consent is issued.
This tool is used by the owner to get prices and contractors and it is setout in such away that the implementation process is eaisly followed by all parties.
Code Of Compliance Or COC as it is commmonly known, is the document that ensures the owner that the project has been implemented correctly.
The owner gets this COC but more importantly it is also lodged on the project/Property file and becommes historical data.
